Housing Mix Delivery

The project supports the delivery of up to 360 affordable houses and plots; 150 short-term construction jobs annually; stimulates the private housebuilding sector to deliver up to 500 market houses; supports town centre regeneration of brownfield sites; and provision of housing in rural towns and villages.

The project will be delivered in two phases:
Phase 1 activity – 2023/24 – 2026/27
Phase 2 activity – 2027/28 – 2030/31
Total programme funding of £7.5 million.
– £5 million from Scottish Government
– £2.5 million from Moray Council

Phase 1 activity:

South Street, Elgin (Investment of £1,700,000)

This is a partnership project between Moray Council, Moray College UHI and Robertson Property Ltd; and forms part of two Moray Growth Deal projects: Housing Mix Delivery and Business Enterprise Hub.

The overall site comprises five separate ownerships:

  • M&Co, 51 South Street (long vacant)
  • Elgin Furniture & Carpet Store, 53-55 South Street (operating business)
  • Junners, 57-61 South Street (long vacant)
  • Jailhouse, 130 High Street (derelict)
  • Newmarket Bar, 130 High Street (derelict)

This regeneration project will deliver the Business Enterprise Hub, 38 one and two bed flats, opportunities for 3 small retail units, high quality public realm, and a reinstated pedestrian link between South Street and High Street via Newmarket Close.

Enabling works including demolition of existing buildings started in January 2025. Buildings will be demolished to slab level which will be followed by a 5-week archaeological watching brief for underground works. Enabling works are expected to be completed in Summer 2025, followed by the main construction works.

Dallas Dhu, Forres (Investment of £1,700,000)

The Dallas Dhu project is an innovative collaboration between Moray Council and Altyre Estate, with Grampian Housing Association and the Glasgow School of Art.

It aims to deliver a new low carbon, sustainable community with multi-functional outdoor space to encourage physical activity and food growing.

Fraser/Livingstone Architects was awarded the contract in early 2023 to design phase one of the Dallas Dhu housing development. Phase 1 of Dallas Dhu consists of 24 affordable homes, 40-bed student accommodation, Custom Build Housing Opportunities (4 serviced plots) and Housing Innovation Area (6 serviced plots).

Planning permission for Phase one was granted in March 2025.

Speyview, Aberlour (Investment of £700,000)

Moray Council and Springfield Properties have agreed contractual terms which will see 39 new affordable homes built at Speyview, Aberlour.

The Housing Mix Delivery project invested into the high infrastructure costs to support the delivery of Phase 1 of Speyview, which will also enable delivery of Phase 2 and unlock opportunity for 1ha employment land.

Masterplan for Hillside Farm, Dufftown (Investment of £25,000)

Moray Council in partnership with the Dufftown and District Community Council (DDCA) are preparing a Masterplan for Hillside Farm to guide development.

The Dufftown proposals are being developed by Collective Architecture and following a series of drop-in events, an option appraisal report was undertaken to reduce costs. The Masterplan is currently being finalised for reporting to Planning & Regulatory Services Committee.
