Celebrating Culture, Heritage & Community in Moray
Welcome to the Cultural Quarter project. The project aims to increase tourism in Moray by providing a focal point to draw in additional visitors and signpost them to attractions right across the area, whilst providing an enhanced cultural and evening economy offering which will help attract and retain young people in the area.
Between 2025 and 2031, Moray Growth Deal funding will transform two of Elgin’s most significant category B-listed historic buildings.
Growth Deal funding is kick-starting the creation of a Cultural Quarter in Elgin, linking new attractions to existing, and helping to shine a light on the region’s unique offering, increasing City Centre activities day and night and highlighting Moray as an inspirational destination of choice.
The Cultural Quarter will boost Elgin’s profile as Moray’s main town. Funding will be used to redevelop two important B listed historic buildings in Elgin: Elgin Town Hall (Phase One) and Grant Lodge (Phase Two).
Significant investment is in place from our partners including; £12.7 million from Scottish Government; £3.5 million from UK Government; £3.9 million from Moray Council; and £2 million from Highlands and Islands Enterprise.

Combined, these phases of activity will provide an enhanced cultural offering which increases city centre activity day and night and highlights the region as an inspirational destination of choice.
The regenerated Elgin Town Hall will be a beacon for community, culture and evening entertainment. Grant Lodge will be returned to the heart of the community as a gateway to the park and the town, connecting on to other attractions and across the region.
